Costello never progressed from Day 1 as Treasurer, he had completely compromised himself in his dealings with the Melbourne establishment. Costello represented Australia on the World Bank Anti-Corruption Commission while he was up to his ears in sleaze and corruption in Melbourne. The Melbourne establishment had him on a string for years, while he lingered and malingered he was worth his weight in gold to the Melbourne establishment. Malcolm Broomhead, Catherine Walters and Don Mercer made millions instead of going to jail. Company directors used the excuse of extra responsibility of compliance with the regulators as an excuse for big pay rises knowing all the time that Costello wouldn't/couldn't enforce anything. That is why he never pushed for leadership, he was to corrupt, he could have been "executed" by the Melbourne establishment at the drop of a hat. Now the only place he can get a job is with the Melbourne establishment, a token job for past favours. He would have been more productive if he had taken his own advice and bought a lawn mower.
